VACATURE: Country Representative Danish Refugee Council (DRC)

Danish Refugee Council (DRC) is looking for a very experienced and capable Country Representative to head our operation in Pakistan.

BACKGROUND – DRC PAKISTAN
In response to the severe floods in July 2010, DRC initiated a programme in Pakistan focusing on emergency aid to the affected communities in the north-western province of Khyber Pakhtunkwha close to the Afghan border. During fall 2010, the majority of flood-displaced families returned to their place of origin, and DRC’s programme now aims to support the return and early recovery of the flood-affected people in the Province with a focus on Protection, Shelter & NFIs, Food Security & Livelihoods and small-scale infrastructure rehabilitation.

The target group includes conflict induced IDPs and Afghan refugees. An estimated 1 million Afghan refugees reside in the Khyber Pakhtunkwha province, and the vast majority is exposed to long-term displacement. Currently, DRC’s operation in Pakistan is manned by more than 30 international and national staff members.

DRC’s programme in Pakistan is an integral part of the wider regional response to Afghan displacement, comprising operations in both Afghanistan, Pakistan, Iran, Tajikistan and all the way into Ferghana Valley in Kyrgyzstan and Uzbekistan. DRC is currently strengthening and expanding the strategic regional approach to Afghan displacement, and the new Country Representative in Pakistan will play a pivotal role in this process.

DUTIES
The Country Representative is overall responsible for the DRC programme in Pakistan. In addition, the Country Representative will be part of a regional team effort vis-à-vis the regional displacement axis and is expected to liaise and co-ordinate closely with other relevant DRC initiatives in the region. The Country Representative reports to and works in close co-ordination with the DRC Head of Desk in Copenhagen. The more specific responsibilities include:

Management
• Overall management of the operation and direct manager for staff members. This includes coaching, ensuring co-ordination between managers, recruiting, and development of staff.

Programme development
• Be a driving force in terms of developing DRC programmes within the DRC programme objectives.

Strategic development
• In co-ordination with the Head of Desk, lead the process of adapting DRC’s strategic focus to the circumstances in the field – both nationally and regionally.

Finance and administration
• Provide overall budget monitoring, financial management and expenses control including compliance with minimum DRC and donor requirements and ensuring that the necessary systems are in place.

Security
• Overall responsible for security including development and ensuring adherence to security procedures, monitoring the development in the security situation, analysing and provision of recommendations.

Reporting
• Ensure compliance with internal and external reporting requirements including procurement.

Representation
• Act as representative for the DRC programme to authorities, donors, partners, and in various co-ordination forums. Strengthen DRC’s position nationally and regionally.

Fundraising
• As the majority of the fundraising is done locally, the Country Representative will lead the process of applying for funding and broadening the funding basis.

Accountability
• Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of activities and our presence.

QUALIFICATIONS
Qualified applicants that matches the requirements listed have extensive management experience, are very familiar with humanitarian principles and practises, and are used to represent an international organisation to external partners and authorities.

Furthermore, the ideal applicant has experiences from operating in a volatile security environment. He/she has a good and operative insight in financial management and takes active responsibility in expense planning and control.

In addition
• At least 5 years experience within humanitarian/development work.
• Experience in managing a complex humanitarian operation in a volatile security environment.
• Solid experience in programme management – administration, financial and human resource management.
• Experience in donor contact, fundraising and networking
• Excellent negotiation, advocacy and communication skills
• Fluency in written and spoken English. Knowledge of Urdu and/or Pashto would be an asset.
• Knowledge of displacement issues in both Pakistan and the wider Af-Pak region is a clear asset.

CONDITIONS

Contract: 12 months with the possibility of extension, subject to funding and performance.
