Job description
The researcher will investigate the potential of reference to
international human rights in addressing social challenges currently
faced by Dutch cities. Human rights, ranging from the right to privacy
to the right to housing, contain more and more specific duties for
authorities. With the increased competences of Dutch cities in the
social field, they have become the first authority responsible for
realization of these rights. This is in line with a strengthened
international emphasis on human rights cities. Recently, a number of
Dutch cities have also adopted the identity of ‘human rights city’, or
taken a specific human rights treaty as a point of departure for
policies. The reasons to do this range from seeking to strengthen social
cohesion, to catalyze action, to address a specific policy problem, to
demarcate authority vis-à-vis the central government up to strengthening
city identity.
In investigating the reasons for introducing ‘human rights in the city’ and the degree to which this discourse helps in addressing social challenges, the researcher will conduct comparative and qualitative research in a number of Dutch cities, like Utrecht, The Hague, Amsterdam and Middelburg, and compare developments there to international developments. The central question to be answered is: “What do selected cities in the Netherlands consider to be the potential added value of reference to international human rights in addressing social challenges, and what lessons can be drawn from their experiences?”
The research project is financed by the NWO Knowledge for Strong Cities program (NICIS), and is the initiative of a consortium consisting of Utrecht University, the municipalities of Utrecht, Amsterdam and Middelburg, the Equal Treatment Commission and Amnesty International. The candidate will work together with Utrecht University (prof. Oomen) and the municipality of Utrecht (H. Sakkers) on a daily basis, seeking to not only contribute to scholarly knowledge on human rights cities but also to practice in this field.

Requirements
The ideal candidate holds a PhD degree in the social sciences,
with knowledge of both international human rights law and social
scientific research methods. Knowledge of urban studies and public
administration is considered as an advantage. The candidate should be
able to speak Dutch fluently, and have an interest in applied research.
In addition to conducting the research, the candidate will also teach on
these topics.
Conditions of employment
You
will be offered a 0.8 fte for 24 months, starting September 1, 2012,
working in Utrecht 3 days and in Middelburg 1 day a week.
The salary is dependent on experience and ranges between € 2,379 (min. scale 10) and € 4,374 (max. scale 11) gross per month (based on a fulltime appointment, Collective Labour Agreement Dutch Universities). The salary is supplemented with a holiday allowance of 8% per year and an end-of-year bonus of 8.3%.
In addition we offer a pension scheme, health insurance, a partially paid parental leave, and flexible employment conditions. Employment conditions are based on the Collective Labour Agreement of the Dutch Universities.

Organisation
Roosevelt Academy (RA) is an International Honours College of
Utrecht University in the tradition of the Liberal Arts and Sciences in
the historic city of Middelburg, it embraces an international faculty
and student body. Its Liberal Arts program is fashioned after the
Bachelor of Arts and Bachelor of Science programs offered at American
and British universities and colleges. The official language used at RA
is English. Students follow both a broad and intense study program.
Classes are small (no larger than 25 students). Interaction with
instructors and tutors is intense.
