THE HUNGARIAN HELSINKI COMMITTEE
The Hungarian Helsinki Committee is one of the most important Hungarian human rights NGOs. The HHC monitors the enforcement in Hungary of human rights enshrined in international human rights instruments, provides legal
defence to victims of human rights abuses by state authorities and informs the public about rights violations. The HHC strives to ensure that domestic legislation guarantee the consistent implementation of human rights norms. The HHC promotes legal education and training in fields relevant to its activities, both in Hungary and abroad.
The HHC's main areas of activities are centred on protecting the rights of asylum seekers and foreigners in need of international protection, as well as monitoring the human rights performance of law enforcement agencies and the judicial system. THE REFUGEE LAW READER
The Refugee Law Reader (www.refugeelawreader.org) is the first comprehensive on-line model curriculum for
the study of the complex and rapidly evolving field of international asylum and refugee law. As a 'living book', The
Reader reflects important developments in international and regional refugee law that have occurred since the first
online publication in April 2004.
The Reader is aimed for the use of professors, lawyers, advocates and students across a wide range of national
jurisdictions. It provides a flexible course structure that can be easily adapted to meet a range of training and
resource needs. The Reader also offers access to the complete texts of up-to-date core legal materials,
instruments, and academic commentary. In its entirety, the Refugee Law Reader is designed to provide a full
curriculum for a 48-hour course in International Refugee Law and contains over 600 documents and materials.
Due to the depth, scope and flexibility of the Reader, the project has a user base of over 23,000 refugee experts
such as policy makers, eligibility officers, academics, UNHCR officers, NGO activists, lawyers, judges and journalists
from more than 80 countries world-wide.
The Reader is currently published in English, French and Spanish and its Russian edition is scheduled to be
published in Autumn 2010. It is edited by a group of internationally renowned refuge law academics and is
managed and published by the Hungarian Helsinki Committee.
THE POSITION: Project manager
 Main responsibilities and tasks
The project manager will have primary responsibilities at the HHC for The Refugee Law Reader
(www.refugeelawreader.org).
We are looking for an experienced individual who, working closely with the Editorial Board, is able to manage the
Reader on a day-to-day basis as well as take the lead in ensuring its sustainability for future years. The ideal
candidate is someone who can work on different levels at the same time. The project manager needs strong
conceptual and intellectual abilities (an appreciation of the significance of the Reader and imagination as to how it
might evolve and expand), strong organizational skills, and the ability to pay great attention to details.
He/she will be supervised by the HHC’s Co-Chair and the Refugee Programme Coordinator and working with the
Reader’s Editorial Board on a daily basis. The HHC financial officer and other staff members will provide support.


 Key responsibilities
1. Manage the day-to-day operation and development of the Reader website;
2. Coordinate the professional development of the Reader in cooperation with the Editorial Board;
3. Liaise with the Editorial Board and users of the Reader on various issues;
4. Coordinate the research for new editions, including the foreign language editions;
5. Liaise with publishing houses on securing copyright permissions;
6. Carry out and facilitate the promotion of the Reader;
7. Carry out fundraising activities for the Reader;
8. Carry out the administrative duties related to project management, implement and keep track of the project
budget and draft project progress reports and financial reports to donors;
9. Develop and implement the Reader’s strategic plan in cooperation with the Editorial Board and HHC staff;
10. Organize Editorial Board meetings and other events;
11. Supervise interns and volunteers.
 Qualifications
Essential:
1. University degree
2. Familiarity with refugee protection and/or human rights issues
3. At least 2 years of work experience
4. Proven capacity for project management
5. Excellent communications and interpersonal skills
6. Punctuality and a high degree of organisation
7. Ability to work quickly and well both independently and in a small team
8. Excellent research skills
9. Experience in organizing events
10. High level of computer proficiency (incl. use of website content management systems)
11. Fluency in speaking and writing in English
12. Ability and willingness to travel in Europe as required
13. Eligibility to work in the EU
14. Commitment to the values of the Hungarian Helsinki Committee
Desirable:
1. University degree in social sciences, law or international relations
2. Knowledge of Hungarian, French, Russian or Spanish
3. Experience in managing EU-funded projects
4. Experience in working at an NGO
 Terms and conditions
Contract type: Part-time employment according to Hungarian labour law
Contract duration: Fixed term contract (with 3-month probation period)
Hours: 24 hours per week/3 workdays
Location: HHC office in downtown Budapest
Travel: Limited amount of international short-term travel
Salary: Appropriate to cost of living in Hungary
Start date: As soon as possible
