Senior Protection Assistant (G5)

The office of the United Nations High Commissioner for Refugees (UNHCR) is seeking a candidate for the following vacant position: Senior Protection Assistant (G5), located in Brussels.
The incumbent of the post reports to the Legal Officer, who is de facto the Head of the Protection Unit for Belgium and Luxembourg. Her/his tasks are assessed and assigned by the Head of the Protection Unit in consultation with the Deputy Regional Representative and the Head of the Regional Protection and Support Unit. S/he works in the Protection Unit for Belgium and Luxembourg in close collaboration with other members of the team, in particular the Protection Associates.Under the direction of the supervisor, the incumbent will need to build and maintain effective interfaces with communities of concern, authorities, protection and assistance partners. He/she monitors protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff.
S/he will also assist in the production and dissemination of information on the population of concern, including, but not limited to, protection information. The incumbent operationalizes data standards developed at the central level in field operations, compiles and explores data from all populations of concern.
Key results to be achieved
- The protection of populations of concern is met through the application of international and national law, relevant UN/UNHCR protection standards and principles, guidance and advice;
- The Office delivers reliable, accessible and user-friendly, relevant, predictable, appropriate and timely information;
- Global data standards, and where appropriate, the establishment of country-specific common data standards are adopted by UNHCR and its partners;
- Support is provided to identify and report protection incidents.
Tasks/Responsibilities
- Consistently apply international and national law and applicable UN/UNHCR policy, standards and codes of conduct;
- Provide counselling on protection issues to persons of concern (PoC), by phone, in writing or by means of a face to face interview;
- Gather and draft relevant information brochures/Q&A in this context, maintain them updated and relevant;
- Support identification and reporting of protection incidents;
- Assist in identifying durable solutions for persons of concern;
- Contribute to measures to identify, prevent and reduce statelessness;
- Monitor Standard Operating Procedures (SOPs) for all protection/solutions activities;
- Compile and aggregate information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data;
- Collect, collate and process information and perform data quality and consistency control;
- Assist in drafting reports, routine correspondence, updating relevant databases and compiling statistics for the protection unit/section;
- Participate in Needs Assessment processes, specifically in data collection, processing/collation and data exploration;
- Perform other duties as required.
Authority
- Select and schedule interviews with POCs;
- Liaise with partners and represent UNHCR in meetings related to the functions;
- Make recommendations and provide advice on the technical information management requirements.
Required qualifications and experience
- Completion of secondary education;
- Minimum 4 years of experience, preferably with refugees and/or other people of concern in a protection capacity;
- Advanced computer skills (MS office and People Soft applications);
- Fluency in English and French and working knowledge of Dutch.
Desirable qualifications and competencies
- Proven skills to analyse statistical information;
- Knowledge of Belgium/Luxembourg asylum and refugee law/policies;
- Knowledge of another UN language;
- University degree.
