After the Second World War forced Marta Waschuk and her family from Ukraine, it was Canada that finally offered them the promise of a brighter future in 1950. The country did not disappoint. In Toronto, Marta met her beloved husband, Eugene. Together, they shared a deep reverence for traditions from their homeland and the challenge of balancing those with life in their new home country. “There are two different identities,” she reflects. “You’re a Canadian, but part of you is Ukrainian.” When Eugene passed away, he opted not to have a traditional Ukrainian song played at his funeral. “He felt like Canada was his home,” says Marta. Resettlement Every year the Netherlands invites about five hundred refugees to settle in our country. Most of these refugees come from refugee camps. COA makes the preparations for their arrival in the Netherlands. COA also maintains contacts with the municipalities that will house them. Refugees Many refugees flee to a refugee camp or a city in the region where they come from, usually in a neighbouring country. Eritrean refugees, for example, flee to a Kenyan refugee camp and Iraqi refugees to Beirut, in Lebanon. After a while some refugees can return to their country of birth or become integrated in their new country, although this is far from always the case.  UN refugee agency buys 10,000 lightweight 'Better Shelters' for delivery this summer Ikea's line of flat-pack refugee shelters are going into production, the Swedish furniture maker announced this week, after being tested among refugee families in Ethiopia, Iraq, and Lebanon. The lightweight "Better Shelter" was developed under a partnership between the Ikea Foundation and the United Nations High Commissioner for Refugees (UNHCR). Each unit takes about four hours to assemble and is designed to last for three years — far longer than conventional refugee shelters, which last about six months. The federal government is seeking to resettle more Syrian refugees but only from the country’s religious minorities, according to sources close to discussions around Canada’s position on refugees from the war-torn nation. Canada has been struggling to meet an earlier commitment from July 2013 to resettle 1,300 Syrians by the end of this year.  Statistics tabled in the House of Commons last week,  showed 457 refugees had arrived  as of mid-November. On Tuesday, the government updated that number to 703. Kevin Menard, a spokesman for the immigration minister wrote CBC News on Friday saying that the numbers are "going up fairly quickly." Refugee advocacy organizations in Canada have been asking the government to take in 10,000 more Syrians over the next two years and   the UN says it is in dire need of assistance as the civil war intensifies.   Canada, along with other Western nations, was urged to do more this week at a conference on Syrian ...

UNHCR is seeking comments on two new proposed guidelines, one on Article 1D and its application to Palestinian refugees, and the other on the definition of ‘habitual residence’. The deadline for submission is 9 January 2015. Attenderingsservice Adviescommissie voor Vreemdelingenzaken (ACVZ)   Bij brief van 12 november 2014 heeft de SvVenJ gereageerd op één van de aanbevelingen uit het ACVZ-advies ‘Geen land te bekennen’ over de verdragsrechtelijke bescherming van staatlozen in Nederland. De ACVZ heeft geadviseerd om voor het optierecht voor staatloos in Nederland geboren kinderen alleen als voorwaarde te stellen dat er sprake moet zijn van «habitual residence» van drie jaar, in plaats van wettig en feitelijk verblijf. De ACVZ leidt dit af uit artikel 1 van het Verdrag tot beperking der staatloosheid van 1961. In de Guidelines van de UNHCR staat dat onder habitual residence wordt verstaan stabiel, feitelijk verblijf.   De SvVenJ is voornemens deze aanbeveling als volgt in te vullen:   In de rijkswet op het Nederlanderschap (RWN) zal een aparte optiegrond worden opgenomen naast de bestaande optiegrond onder artikel 6, eerste lid, onderdeel b, waarin aan staatloze...

Mofleh, age 103 Mofleh is reaping what he sowed. After playing host to a refugee family from Lebanon during its 2006 war with Israel, he has now found shelter with the very same family. Bilal, who was just a boy when his family took refuge with Mofleh in Syria, now takes care of him full time. Eight years ago in Syria, Mofleh took in a family of Lebanese refugees. Today he is sheltering with the very same family at their home in Lebanon. But Mofleh is desperate to return to Syria, where two of his great-grandchildren were killed in the shelling. He has tried to run away twice and even keeps his old ID, issued 70 years ago, in his shirt pocket. “I am going back to Syria, so I must not lose it,” he insists.  De Telegraaf bericht vandaag dat de VN vluchtelingenorganisatie UNHCR heeft aangegeven dat de situatie in Afghanistan onveiliger is geworden. Afpersing en corruptie is aan de orde van de dag en de centrale overheid staat daar machteloos tegenover. Hetzelfde geldt voor bedreigingen. Wanneer een Afghaan asiel aanvraagt en aangeeft te vrezen voor vervolging van derden, niet zijnde de centrale overheid, is het raadzaam om dit UNHCR rapport op te zoeken en in de procedure in te brengen. Immers, normaliter wordt van een asielzoeker verwacht dat hij eerste hulp van zijn eigen autoriteiten inroept als hij vervolgd wordt door derden. Eerst wanneer dit zinloos of gevaarlijk is kan die stap worden overgeslagen. Dit UNHCR rapport kan dienen ter onderbouwing van de stelling dat de hulp inroepen van de Afghaanse autoriteiten zinloos is.
