For a challenging and interesting position we are now seeking an experienced Head of IDMC to:  
- Provide strategic vision and leadership  
- Ensure intellectual leadership and position IDMC as a global leader on internal displacement issues  
- Ensure strong management and adequate resourcing of IDMC  
- Manage and coordinate the institutional relationship with NRC  
The Head of IDMC reports to NRC’s Head of Advocacy and Information, and works closely with the NRC Resident Representative Geneva 
 
Job description 
■Define and lead the implementation of IDMC's overall strategy and priorities  
■Represent IDMC externally and ensure collaboration and coordination between IDMC and relevant external structures  
■Maintain, enhance and develop relations with key partners, donors and stakeholders, in coordination with the NRC Resident Representative Geneva  
■Responsible for IDMC's funding strategy and resource mobilization  
■Manage IDMC  
■Ensure coherence between IDMC's strategy and activities, and NRC's advocacy priorities and operational considerations  
■Ensure that effective and standardized accountability and reporting systems are in place  
■Responsible for IDMC's annual appeal, report and work plan  
■Responsible for IDMC's institutional commitments to NRC, donors and other partners 
 
Qualifications 
■Master's degree in law, social/ political sciences or management  
■Senior management experience  
■Experience in working with research and legal experts  
■Proven track record in securing significant funding from a variety of funders  
■Experience of building and maintaining relationships at senior level and of representation with governments, UN agencies and NGOs  
■Excellent public speaker  
■Comprehensive understanding of ongoing issues related to forced migration  
■Excellent written and oral communications skills in English  
■Experience of working with humanitarian/ development NGO is an advantage  
■Knowledge of French is an advantage

Senior Advocate for Protection and Security

REPORTS TO:
Director of Program
PURPOSE:
The Senior Advocate is responsible for providing high-level leadership and strategy development for RI’s Protection and Security Program which analyzes and advocates for the prevention of civilian displacement as a result of violence and insecurity; secure conditions for internally displaced persons, refugees and host communities through the direct provision or facilitation of physical security, or the creation of safe space for the delivery of humanitarian assistance, and; conditions conducive to the return of internally displaced persons and refugees. The program focuses its efforts in four broad categories of work: (1) UN mandated military or multidimensional forces; (2) Intelligence, Analysis and Early Warning (3) Civil- Military Cooperation and Coordination (4) Police and Justice Sector Support.

DUTIES AND RESPONSIBILITIES:
  • Works with the Director of Program to develop a Protection & Security program, consisting of long-term and mid-term objectives, and in consultation with the Government Relations Manger, develop advocacy strategies to achieve them;
  • Work strategically with all relevant departments of RI to ensure implementation;
  • Represent Refugees International to the global community of organizations and individuals working on protection and security issues:  building a network for RI --- with the United Nations, with U.S. Congress, DOS and DOD civilian and military officials, and with international experts --- that advances the agency’s objectives in the protection and security arena;
  • Participate as a speaker/panelist in conferences and seminars focused on issues of concern to RI and the Protection and Security program;
  • Oversee the day-to-day workings of the Partnership for Effective Peacekeeping (PEP), which brings together Washington-based humanitarian groups, advocacy organizations and think tanks interested in improving international peacekeeping. Develop and maintain content for the RI and PEP websites;
  • Shape U.S. government understanding and support for policy and budgetary matters (e.g., CIPA, CIO and other accounts) relating to protection and security, especially among senior officials of the Departments of State and Defense and members of the U.S. Congress;
  • Travel up to 4 times per year to conduct assessments of select overseas peacekeeping operations and broader protection and security issues. Include in fieldwork interviews with mission personnel, key US and donor government officials, humanitarian organization staff, and vulnerable individuals in need of protection;
  • Produce high quality research and advocacy materials with clear and credible recommendations (e.g., typically field reports or longer policy reports) based on desk and field research;
  • Prepare and present Congressional testimony on peacekeeping and protection and security issues, in consultation with the Director of Program and Government Relations Senior Advocate. Actively seek these opportunities with Congress, in coordination with staff; 
  • In collaboration with the Communications Department and program colleagues, develop media contacts and conduct interviews as needed to advance the advocacy agenda of the Protection and Security program;
  • Write articles for publication in media outlets, including scholarly journals, conference papers, newspaper op-eds, letters to the editor, etc.;
  • Oversee the Washington- based Partnership for Effective Peacekeeping (PEP), and ensure collaboration with partnering agencies and individuals. Represent the agency at coordination meetings relevant to the Protection and Security
SPECIAL REQUIREMENTS:
  • Master's degree in international relations, journalism, human rights, political science; 5 to 7 years post-master’s experience involving some combination of overseas work (preferably with refugees/internally displaced persons or in crisis situations), advocacy and policy work preferably regarding protection and security; experience with non-governmental organizations.
  • Familiarity with the key agencies of the international humanitarian system and the strengths and weaknesses of this system and the United Nations and regional organization structures; familiarity with US foreign policy, government structures, and humanitarian programs; excellent communication skills, especially report writing, analysis of issues and public speaking; familiarity with digital cameras and knowledge of video, photography and social media very useful; English language fluency and strong working knowledge of another language of value to the agency’s overseas work, e.g. French, Arabic, or Spanish; ability to work well and share information with others in small teams; willingness to travel to dangerous and isolated places up to six months per year; hostile environment training preferred; flexibility and sense of humor.

VACATURE: Education Project Manager Danish Refugee Council (DRC)

Danish Refugee Council (DRC) is advertising the position of Education Project Manager in Syria to manage its quality education component. DRC is looking for an Education expert who has been working as expatriate for displacement focused INGOs. It is crucial to DRC that that the applicant is able to draw on experience from different operational settings around the world and has concrete experience with all aspects of project cycle management, in a long-lasting displacement situation.

BACKGROUND

Unlike other Arab countries, Syria has maintained an open border policy since the outbreak of the Iraqi armed conflict in 2003 allowing Iraqis to enter Syria and enjoy the access to services. Since 2003, the long-lasting displacement has increased the vulnerability of a wide proportion of the Iraqi refugee population residing in Syria. Many are in need of medical, educational, social and psychological support. Their economical have been depleted and they are not granted legal access to the employment market. The visa restrictions imposed on Iraqis by Syrian authorities have weakened the legal status.

DRC was one of the 1st international NGOs accredited by the Syrian government to provide assistance to Iraqi refugees. Since 2008, DRC has engaged in the sectors of Protection, Education and Livelihood support. Seven community centres, managed by 200 volunteers, offer monthly to 5,000 refugees a wide range of social rehabilitation services. Other tailored projects empower specific groups like women at risk and out-of-school adolescents. Within the education sector, DRC has been supporting the Ministry of Education by rehabilitating, extending and equipping 31 primary and secondary schools affected by the Iraqi displacement, assisting as such more than 25,000 children. In 2009, a complementary component of soft education was added consisting of remedial education (for 6,500 children) and teachers’ training.

DUTIES AND RESPONSIBLITIES

In 2011, supported by a team of 5 national staff members and in close coordination with the Ministry of Education, the Education Project Manager will be in charge of DRC activities within soft education:

• Ensure proper implementation and documentation of the non-formal education activities (remedial/literacy classes, extra-curricular activities, awareness campaign, training of teachers/social counsellors),
• Ensure that project cycle is carefully applied: needs assessment, planning, resources allocation, beneficiaries’ selection, monitoring, supervision, reporting and evaluation),
• Develop the activities in accordance with evolving needs and opportunities, as well as participate in strategic project development and fundraising for 2011 and 2012,
• Manage as well as perform continuous capacity building and mentoring of national staff,
• Improve the quality of services by developing and applying appropriate monitoring tools,
• To ensure proper financial management and control in coordination with the admin-finance,
• Perform continuous reporting to management and donors according to guidelines,

DRC is operating in close co-operation especially with the Ministry of Education (MoE) and the Syrian Arab Red Crescent (SARC) funded by UNHCR, DANIDA, UNICEF, SDC and SIDA.


QUALIFICATIONS

Applications should very concrete especially in terms of describing experiences within the following fields:
• Working experience with INGOs whose mandate focuses on displacement,
• Practical experience as Education Project Manager in remedial classes, accelerated-learning program, teachers’ training, awareness campaign and other educational support projects,
• Used to working in post-emergency (not development) settings,
• Ability to deal with and build the capacity of education duty-bearers such as ministries, local directorates and schools’ management,
• Capacity to properly manage the project cycle (undertaking assessment, planning, implementation, monitoring and documenting ones results) with monitoring-focused skills,
• Experience within humanitarian work in a sensitive, diverse and politicised environment.
• Good communication skills and team spirit.
• Full proficiency in spoken and written English. Proficiency in Arabic is considered an advantage.
• Experience with working in the Middle East,
• Working experience with UNHCR and UNICEF.

CONDITIONS

Starting date: As soon as possible (ideally during March 2011)
Duty station: Syria, Damascus with extensive field visits in rural Damascus,
Contract: 6 months (With a possibility of extension pending performance and funding available).
