BACKGROUND

The Mayors Migration Council

The Mayors Migration Council (MMC) is a mayor-led advisory and advocacy organization to accelerate global responses on migration and displacement. Our mission is to ensure that policies and investments to tackle pressing challenges — from pandemics to climate change — both reflect and address realities on the ground for the benefit of migrants, displaced persons, and the communities that receive them.

To fulfill our vision, we help cities engage in diplomatic activities at the national, regional, and international level so they can effectively influence decisions; unlock technical and financial resources to cities so they can deliver better outcomes on the ground; and help cities implement local solutions efficiently and at scale to accelerate impact locally and globally.

We are led by a Leadership Board composed of the mayors of Amman, Bristol, Freetown, Kampala, Los Angeles, Milan, Montréal, and Zürich. We operate with the financial support of Open Society Foundations, the Swiss Agency for Development and Cooperation, and the Robert Bosch Stiftung, and are managed as a sponsored project of Rockefeller Philanthropy Advisors.

Our five-person team is headquartered in New York but works with partners and consultants all over the world. Our work environment is collegial, entrepreneurial, and value oriented.

The City Practice Portfolio

Our City Practice program builds the capacity of city governments to support their migrant, displaced, and diaspora populations. The program’s initiatives – ranging from facilitating municipal access to finance, to brokering connections with humanitarian and development providers, to providing direct knowledge and implementation support for city-led projects – equip local leaders with practical tools and approaches they can use to become more inclusive. We currently work with more than 20 city governments worldwide through grants, technical assistance, and participatory programs.

THE POSITION

The City Practice Manager will support the development and delivery of the MMC's City Practice portfolio. A key aspect of this direct support will be to the MMC's Global Cities Fund, created to respond to the unmet resource needs of city governments at the frontline of migrant and refugee inclusion. Reporting directly to the Head of Practice, the City Practice Manager will provide technical and grant management support to the Fund's nine current city grantees and growing pipeline of city-led projects, while facilitating knowledge-sharing, partnership, and advocacy opportunities to amplify impact.

The successful candidate will be an entrepreneurial, strategic thinker with excellent project management, research, and communications skills. S/he will have experience working with city governments and good knowledge of the global urban migration and displacement policy landscape, preferably in low and middle-income countries.

S/he will be a proactive, experienced relationship builder who thrives in a fast-paced, value-driven environment.


Term: Twelve months, with the expectation to extend

Commitment: Full Time

Location: New York City


Key Responsibilities:

  • Support the Head of Practice in the implementation of the Global Cities Fund.
  • Manage an active pipeline of Global Cities Fund projects, by facilitating solicitation, selection, and grant-making processes as needed.
  • Provide technical assistance to and serve as a thought partner for Global Cities Fund current and prospective city grantees, helping solve problems and drive project success.
  • Facilitate city-to-city and city-to-partner learning and exchange, promoting best practices and knowledge sharing.
  • Facilitate global communications and diplomatic engagements of city grantees in collaboration with the Head of Policy and Advocacy.
  • Coordinate transparent processes to ensure proper monitoring and evaluation, reporting, and grant making with cities.
  • Prepare, create, and customize materials as needed for city engagements in their own languages, including general outreach, meetings, presentations, and cultural variations.
  • Lead on special projects and events on an as needed basis and otherwise assist with ongoing program initiatives part of the broader City Practice portfolio.
  • Research and develop strategies for expanding the reach and impact of existing City Practice initiatives, in line with the MMC’s thematic priorities (e.g., climate migration, inclusive emergency response, municipal financing).
  • Produce compelling content on local practices, lessons learned, and impact stories that the MMC team can use and disseminate to cities, partners, and global audiences.
  • Cultivate positive and productive relationships with city leaders and officials, devising ways to strengthen engagements with smaller cities and cities in marginalized contexts.
  • Work with and manage external consultants, vendors, and partners to oversee budgets, resources, and grants.
  • Organize content and logistics for site visits, meetings, and external events, following up and tracking action items.
  • Assist the Head of Practice in preparing reports and other briefing materials for executive leadership and external partners.

Qualifications:

  • At least three years of relevant, full-time experience in the humanitarian and/or development sector working with government actors and/or community organizations; direct experience in city government and Latin American and/or African contexts preferred.
  • Technical expertise in urban migration and displacement; knowledge of municipal financing, inclusive pandemic response, and/or climate migration a plus.
  • Outstanding written, verbal, and analytical skills including editing, presentation development, and fast and effective research capabilities.
  • Expert project management and demonstrated track record of delivering high-quality results.
  • Ability to influence and motivate others to achieve objectives and solve problems creatively.
  • Strong organizational skills and attention to detail.
  • Strong interpersonal skills and intercultural knowledge and appreciation.
  • Genuine passion for urban innovation and commitment to the protection, inclusion, and equity of migrants and displaced populations worldwide.
  • Ability to work independently with a decentralized team while maintaining a collegial, team-oriented working style.
  • Comfort managing simultaneous projects in fast-paced environments and a demonstrated ability to meet deadlines.
  • Proficiency in Microsoft Word, Excel, and PowerPoint.
  • Fluency in English and Spanish or French.
