De Blue Card die migranten van buiten de Europese Unie een werk- en verblijfsvergunning in Europa geeft, is geen succes. In Nederland werd deze kaart tussen 2012 en 2014 slechts vier keer uitgegeven, blijkt uit cijfers van Eurostat. In 2011 werd de kaart in vrijwel alle EU-landen ingevoerd. Maar de kaart maakt de verwachtingen niet waar. Vijf jaar na de invoering wordt hij nauwelijks gebruikt. Alleen in Duitsland is de kaart een succes. The new law came into force on July 20, 2011 with the basic objectives of improving migration management in compliance with European legislation. To attract highly skilled workers from third countries, new provision of temporary residence is introduced in the form of the European Union blue card.
