Het vervolgd worden door derden waartegen de overheid niet wil of kan beschermen wordt door de regering Trump gezien als niet vallend onder het Vluchtelingenverdrag terwijl wij hier dat wel vinden. Daar wordt het afgedaan dat deze mensen niet tot een vervolgde groep horen die beschermd wordt door het Verdrag.
